Project: Bag Free Streets Programme – Phase 3 | Dublin City Council
Phase 3 of the Bag Free Streets Programme postponed
(ref Project: Bag Free Streets Programme – Phase 3 | Dublin City Council)
16 October 2026 00:00 - 30 November 2026 23:59
Proposed start date moved to 1 February 2027
Following the public consultation and discussions with elected representatives, Dublin City Council has postponed Phase 3 of the Bag Free Streets Programme in the Dublin 7 area.
Phase 3 was due to begin on 17 October 2026. The proposed new start date is 1 February 2027.
Why has Phase 3 been postponed?
During the consultation, residents, community groups and elected representatives raised concerns about:
storage space for bins and other waste containers
the cost of waste collection
arrangements for apartments
accessibility
finding suitable alternatives to leaving waste out in bags
The Council has considered this feedback. More time is needed to examine whether other suitable options can be made available before Phase 3 begins.
What does this mean for residents and businesses?
If you live or run a business in the affected area, you can continue to leave out your waste using the current arrangements during the postponement.
Phase 3 does not require you to change how you leave out your waste at this time.
You may choose to use one of the other collection options available from an authorised waste collection company.
What happens next?
During the postponement, Dublin City Council’s Waste Management Services will work with elected representatives and licensed waste collection companies to identify and assess other options.
Any new option must:
be practical for residents
help reduce the number of waste bags left on public streets
support cleaner streets and better waste management
be workable for waste collection companies
meet waste collection laws and regulations
The Council will consider whether Phase 3 should begin on 1 February 2027.
Thank you for taking part
Dublin City Council thanks everyone who took part in the consultation and provided feedback.
The feedback received has helped the Council understand the practical concerns facing residents. It will inform the Council’s consideration of the next steps for Phase 3.
